USAT / TRI Inaugural Hybrid TO Certification Programme

USA Triathlon (USAT), in partnership with World Triathlon has successfully delivered the first hybrid USAT Level III / World Triathlon Level I Technical Officials Certification Seminar, providing an example of more accessible technical officials education.

The innovative six-week programme combined self-paced online learning, instructor-led virtual classroom sessions, scenario-based discussions, practical event experience and formal assessment, providing participants with greater flexibility while maintaining the high standards expected of World Triathlon Technical Officials education.

The initiative originated in January 2026 when Mark Turner, USA Triathlon Commissioner of Officials, approached World Triathlon with the vision of creating a more accessible and comprehensive pathway for aspiring Technical Officials. The goal was to reduce barriers to participation by allowing candidates to complete theoretical learning at their own pace while reinforcing key concepts through live interactive sessions before applying their knowledge in a real competition environment.

The programme was developed through close collaboration between World Triathlon and USA Triathlon. The project was led by  Thanos Nikopoulos, World Triathlon Head of Operations, Ruth Rickey, Education Team Lead USA Triathlon Officials Program Education Team, Paul Brandt USAT International Team Lead, and Justin Trolle, USA Triathlon Senior Education Manager.

A significant contribution came from Ruth Rickey, who led the development of the online educational content, while Mark Turner championed the hybrid learning concept that formed the foundation of the programme.

Facilitated by experienced USAT educators Reg Whatley, Ruth Rickey and Bobbie Solomon, the seminar ran from 1 May to 15 June 2026 and brought together 11 participants from across the United States, with women representing 73% of the cohort.

The hybrid curriculum included -

  • Self-paced online learning modules
  • Instructor-led virtual classroom sessions
  • Interactive scenario-based discussions
  • Practical officiating validation at the T100 San Francisco
  • A final online examination

This blended learning approach enabled participants to develop technical knowledge, discuss real-world race management scenarios with experienced facilitators, and apply their learning in a live international event environment.

Five participants have now successfully completed both the educational component and their practical validation -

  • Lori Aguirre

The remaining six participants — Kim Chinquee, Ann Snoeyenbos, Sandy Touchton, Brian Watkins, Matthew Wilson and Debbie Wog — have successfully passed the final examination and will complete their practical validation at the 2027 Americas Triathlon Cup in Gulfport, Mississippi.

The new delivery model received overwhelmingly positive feedback from participants, facilitators and technical delegates alike.

This inaugural hybrid certification programme demonstrates how education delivery can expand access to Technical Officials development while maintaining the practical experience and learning essential to officiating at the highest level.  As World Triathlon continues to modernise its education programmes, initiatives such as this highlight the value of collaboration with NF's in developing flexible, learning opportunities that strengthen the global Technical Officials community.
